National and global carbon dioxide emissions

In order to help individual and group lobbying efforts in support of biomass energy development at federal, state, and local levels, it is helpful to understand the magnitude of the problem facing the global community.

An example is how information on global warming (specifically carbon emissions) is presented to regulators and legislators. One way of disseminating Carbon Emission Data to Policy-Makers is to break it down so that it will hit home more closely. For example, using EIA and ORNL data, the top 4 Countries in carbon emissions are the U.S., Russia, China, and Japan. However,

The top 15 energy producing States in the U.S. produce more carbon emission than the entire country of Russia
Southern U.S. States emit more carbon emissions than China
Three Pacific Northwest States (California, Washington, and Oregon) produce more carbon emissions than all of Canada.
Midwestern States (Wisconsin, Minnesota, Michigan, Illinois, Indiana, and Iowa) produce carbon emissions comparable to Japan.
New York and New Jersey's carbon emissions are greater than the entire Continent of Australia.
If six Northern States (Indiana, Pennsylvania, Ohio, Illinois, New York, Michigan) were an independent Country, it would be the 3rd largest carbon contributor in the world, just behind Russia and China.
Florida and Georgia produce more carbon emissions than Mexico

Within the United States, carbon dioxide production correlates strongly with population, but some states, such as Texas are particularly large producers because of their large petrochemical industries.
